Best Montenegro beaches for a mix of teenagers and younger kids?

We are planning a trip to Montenegro this summer and I'm trying to find the best beach locations that cater to both teenagers and younger children. My oldest kids want somewhere with a bit of a vibe and beach clubs, while we need shallow water and easy access for our 5-year-old. I have heard that places like Budva can get incredibly packed, so I'm wondering if there are better alternatives like Luštica Bay or maybe some spots near Ulcinj. Does anyone have experience balancing these different needs along the Montenegrin coast? Also, would you recommend staying in one spot or splitting the trip between the Bay of Kotor and the Budva Riviera?

If you want shallow water for the 5-year-old, Velika Plaža in Ulcinj is unbeatable. It's 12km of sand and the water stays knee-deep for ages. For the teens, there are tons of kite-surfing clubs that have a really cool, laid-back vibe.

I'd definitely recommend splitting the trip. The Bay of Kotor is stunning for the scenery and old towns, but the beaches are mostly concrete platforms or very small pebbles. Spend 3 days there and then head down the coast for the 'real' beach experience.

Avoid Budva in July and August if you value your sanity. It's wall-to-wall people and the noise levels are high. It definitely has the beach clubs the teens want, but it's a nightmare with a young child.

Have you looked at Luštica Bay? It's much more upscale and controlled. The beach at Plavi Horizonti is nearby and it's perfect for kids because it's sandy and shallow, while the Almara Beach Club is close by for the older ones.

I agree with the suggestion for Plavi Horizonti for the little one, but just a heads up that it gets extremely crowded even on weekdays.

Becici is a good middle ground. It's right next to Budva so the teens can easily get to the action, but the beach itself is wider and a bit more family-friendly than the main town beach.

Honestly, the traffic between Kotor and Budva in the summer can take hours. If you split the trip, make sure you do it on a day where you aren't in a rush.

We stayed in Petrovac last year. It's much calmer than Budva. There's a nice promenade for the 5-year-old to run around, and the teens liked taking the taxi boat to the nearby islands.

Petrovac is lovely, but do the teens find it a bit too 'sleepy'? My 16-year-old would probably complain there's no night life.

Check out Jaz Beach. It's one of the largest in the area. One end is more family-oriented with pedalos, and the other end has some louder beach bars.

Just be careful with Jaz, the water gets deep quite quickly compared to Ulcinj.

If you go to Ulcinj, stay at one of the apartment complexes near the 'Long Beach' rather than in the old town. It'll save you a lot of driving time with the kids.

I'd skip the Bay of Kotor for swimming entirely. Use it for the boat tours and the Blue Cave trip, then do your actual beach days in the Luštica peninsula area.

Sveti Stefan has a public beach on the left side of the causeway. It's pebbly, so bring water shoes, but the water is crystal clear and it's a very 'Instagrammable' spot for the teenagers.

Water shoes are a must everywhere in Montenegro except Ulcinj. The sea urchins are no joke!

We found that splitting our stay between Perast (Bay of Kotor) and then moving to a villa near Budva worked perfectly. It felt like two different vacations.

It's about 1.5 to 2 hours from Podgorica or Tivat, but worth it for the sand. Most of the coast is rocky, so if your 5-year-old hates pebbles, Ulcinj is your best bet.
